As Balochistan Awami Party Co-Founder Senator Anwaarul Haq Kakar prepares to take oath as the eigth caretaker prime minister of Pakistan, at least one member of the ruling coalition has expressed their disappointment at this appointment apart from opening a large can of complaints and gripes against the leading coalition partner, the Pakistan Muslim League-Nawaz (PML-N).
Head of his eponymous faction of the Balochistan National Party, Sardar Akhter Mengal, on Sunday, wrote to PML-N supremo Nawaz Sharif about not being taken into confidence over Kakar's eventual nomination as the caretaker prime minister, terming the appointment equivalent to closing the door of politics for his party.
He also raised several issues of laws passed and moves made which only exacerbated existing issues rather than solve them.
Below is a translation of his letter (the Urdu version of the letter is produced further below):
Dear Mian Muhammad Nawaz Sharif,I hope you and your family are well.
My message today is a continuation of my previous message dated July 22, 2022, because I wish there had been a reduction in the problems I had mentioned in that letter. But as per tradition, they have only increased.
Instead of blaming somebody for this, it would be better if we just blame our bad luck.
This is the same Balochistan, the same issue of enforced disappearances, resolving issues with the barrel of a gun instead of finding political solutions; should with pin our hopes on resolving issues with the establishment rather than politicians, or should we find a solution to the problem with their consultation?

What has happened to us or is happening to us is our fate. But what is surprising is that you have not learnt from what happened to you.
We remember well the tyrannic treatment meted out to us under General Ayub through to General Musharraf. But it seems your party has forgiven the unconstitutional steps and conspiracies hatched by General Musharraf and General Bajwa so soon.
Once again, you have undertaken to pass a host of laws in the dark of the night to weaken democratic institutions without taking your allies in confidence. Strengthening non-democratic powers is like hammering additional nails in the coffin of our democracy.
More than us, the laws you passed in contravention to human rights will likely be used against you in the future. This is because residents of Balochistan have not been considered human beings since day one.
No one knows better than you what benefits the China Pakistan Economic Corridor (CPEC) has offered the people of Balochistan. How many motorways, electricity and solar energy projects, metro trains and buses, health and education facilities, drinking water projects and facilities have been built? They are an example in the history of the world's development.
In this era, the establishment of Gwadar University in Lahore has been announced. I believe it will play an important role in removing educational backwardness of Balochistan.
Instead of naming the Gwadar Airport after political or social personality from Balochistan, it should be named after someone whose name is hardly known to the people of the province.
In the last population census, Balochistan's population was determined to be 22.4 million. What message are you trying to send by cutting the population count by 7.3 million after the Council of Common Interest (CCI) meeting? Making decisions without taking allies into confidence on any important matter will only perpetuate further mistrust and hate between the large and small provinces.
Laws are made and broken to protect your self interests and pave the way for your future government. In contrast, it is deemed illegal for the people of Balochistan to raise their voice even cry for their loved ones.
This kept happening during your past two tenures in office. Like last time, we wished and hoped that maybe after your past bitter experiences your party would have had some realisation and would not fail us. We were proved wrong before and we have been proved wrong again.
I wish we had been taught about the events of the past 76 years in our Pakistan Studies textbooks so that we would have learned from our history, but now, you and I are only answerable to history and continue to be answerable.
And today, by nominating such a person as the caretaker prime minister has not only closed the doors of politics for us, but these decisions of yours has created more distance between us.

محترم جناب میاں محمد نواز شریف صاحب ،
امید ہے آپ بمعہ اہلِ خانہ خیریت سے ہونگے میرہ آج کا میسج گزشتہ میسج مورخہ ۲۲ جولائی ۲۰۲۲ کا تسلسل ہے کیونکہ جن مسائل کا ذکر میں نے پہلے کیا تھا کاش کہ اُن میں کمی آتی لیکن حزبِ روایت ان میں اضافہ ہوتا گیا اس کا الزام کسی پر ڈالنے کے بجائے ہم اپنی شومی قسمت کو ہی ٹہرائیں تو بہتر ہوگا وہی بلوچستان وہی جبری گمشدگیاں سیاسی حل کے بجائے بندوق سے مسلے کے حل کی کوشش سیاست دانوں کے بجائے اسٹیبلشمنٹ کی طرف آس لگانا یا اُن کی مشاورت سے مسلے کا حل تلاش کرنا ،
میاں صاحب ، ہم پر جو گزری یا گزر رہی ہے وہ ہماری قسمت لیکن حیرانگی اس بات سے ہے جو آپ لوگوں پر گزری اُس سے ابھی تک سبق نہیں سیکھا ہمیں جنرل ایوب سے لیکر جنرل مشرف کے مظالم اچھی طرح یاد ہیں لیکن آپ کی جماعت مشرف اور باجوا کی سازشوں اور غیر آئینی اقدامات کو اتنی جلدی فراموش کرکے ایک بار پھر رات کی تارکیوں میں بغیر اتحادیوں کو اعتماد میں لئے قانون سازی کرکے جمہوری اداروں کو کمزور کرکے غیر جمہوری طاقتوں کو مزید طاقتور کرکے جمہوریت کے تابوت میں مزید کیلیں ٹھوکنے کے مترادف ہوگا انسانی حقوق کے برخلاف قانون سازیاں شاید ہم سے زیادہ مستقبل میں آپ حضرات کے ہی خلاف استعمال کیں جائینگی کیونکہ ہم بلوچستان کے باسیوں کو روزِاول سے انسان سمجھا ہی نہیں گیا ،
سی پیک سے اہل بلوچستان کو کیا حاصل ہو آپ سے بہتر اور کون جان سکتا ہے کتنے موٹروے ، بجلی اور شمسی توانائی کے منصوبے ، میٹرو ٹرینوں اور بسوں سے لے کر صحت اور تعلیم کی سہولتوں سے لے کر پینے کے پانی کے جو منصوبے اور سہولتیں مہیا کی گئ ہیں وہ دنیا کی ترقی کی تاریخ میں اپنی مثال آپ ہیں ، موجودہ دور میں گوادر یونیورسٹی کے قیام بمقام لاہور کا بھی اعلان کیا گیا جو میں سمجھتا ہوں بلوچستان میں تعلیمی پسماندگی کو دور کرنے میں ایک اہم کردار ادا کریگا ، گوادر ائیرپورٹ کا نام بجائے کسی بلوچستان کی سیاسی یا سماجی شخصیت کے کسی ایسے شخص کے نام کردیا جس کے نام سے شاید ہی بلوچستان کے لوگ واقف ہوں ، گزشتہ مردم شماری میں بلوجستان کی آبادی جوکہ تقریباً دوکروڑ چوبیس لاکھ کے قریب بنتی تھی CCI کی میٹنگ میں تیہتر لاکھ کم کرکے کیا پیغام دینے کی کوشش کی جارہی ہے کسی بھی اہم فیصلوں میں اتحادیوں کو اعتماد میں لئے بغیرفیصلے کرنا بد اعتمادی ہی کو دوام بخشے گی بڑے اور چھوٹے صوبوں کے درمیان نفرتوں کی مٹی سے بنائے گئے اُن میناروں کی اونچائی اور مضبوطی میں کمی کے بجائے اضافہ ہی ہوسکتا ہے اپنے مفادات کے تحفظ اور اپنی مستقبل میں آنے والی حکومت کی راہ ہموار کرنے کے لئے قانون بنائے اور توڑے بھی جاتے ہیں لیکن اُس کے برعکس اہلِ بلوچستان کو اپنے پیاروں کیلئے آوز اٹھانا اور آنسو بہانہ بھی خلافِ قانون ہے آپ کی گزشتہ دو دورِ حکومت میں بھی یہ سب کچھ ہوتا رہا اور ہم پچھلی بار کی طرح اس بار بھی یہ تصور اور خیال کر بیٹھے کہ شاید اُن تلخ تجربات کے بعد آپ کی جماعت کو اب احساس ہوگیا ہوگا لیکن آپ کی جماعت نے ہمیں پہلے بھی غلط صابت کیا اور اب بھی ، کاش کہ ہمیں مطالعہ پاکستان کی نصاب کی کتابوں میں گزشتہ 76 سالہ تاریخ پڑاھائی جاتی تو شاید ہم تاریخ سے سبق حاصل کرتے لیکن اب تو ہم اور آپ تاریخ کے سامنے صرف اور صرف جواب دے ہیں اور جواب دے رہیں کے . اور آج وزیرِ اعظم کی ایسے شخص کی نامزدگی کے جس کی بحثیت وزیر اعظم ہمارے لئے نہ کہ سیاست کے دروازے بند کرلئے گئے بلکہ آپ کے اسطرح کے اس طرح کے فیصلوں نے ہم اور آپ میں مزید دوریاں پیدہ کردیںخیراندیش ؛ محمد اختر مینگل
