As per sources, University of Engineering and Technology Taxila Additional Registrar Dr. Mansoor Baloch was appointed as the chief operating officer (COO) of the Punjab Higher Education Commission (HEC) on the special recommendation of former Punjab chief minister Usman Buzdar.
Sources said that the process of appointment on deputation was not followed as per the rules and regulations of the Punjab HEC.
According to the rules and regulations of the Punjab HEC, it is mandatory to publish an advertisement for the post to collect the applications of the candidates. Then the selection board conducts interviews with the candidates to select the best one for the job.
The sources said that the process was not followed while appointing Dr. Mansoor Baloch as COO of the Punjab HEC.
Sources said that former Punjab chief minister Usman Buzdar issued an appointment letter to Dr. Mansoor due to nepotism, adding that no selection board was formulated for the selection of the candidate for the post.
As per the rules of the Punjab HEC, it is compulsory to issue an advertisement for appointments on deputation as well. Merit was brutally crushed while appointing Dr. Mansoor as COO of the Punjab HEC.
It is pertinent to mention here that former Punjab chief minister Usman Buzdar and Dr. Mansoor hail from the same region.
