The Canadian police and intelligence services warned another Sikh leader in writing of the impending threat to his life at the hands of Indian state agents a few days after pro-Khalistan leader Hardeep Singh Nijjar was killed in Canada's largest Gurdwara in Surrey, British Columbia.

On August 24, 2023, during an urgent visit to his home by Canadian intelligence and the police, Gurmeet Singh Toor, a close associate of Nijjar and a senior member of the Guru Nanak Sikh Gurdwara's management committee, received a "Duty to Warn" letter from Canadian law enforcement informing him that Indian agents operating in Canada on behalf of the Indian state were putting his life in grave danger.

An analyst of the Canadian police's warning letter to Toor states: "The police have determined that your life may be in danger through one or more investigative avenues." We are unable to give you precise information on the danger at this time.

Following Nijjar's murder on June 18, 2023, at the hands of Indian operatives, Toor had begun aggressively advocating with Sikh For Justice (SFJ) for the Khalistan Referendum to be held in British Columbia. Nijjar was the Chief Coordinator of the Khalistan Referendum Movement in Canada as well as the leader of the Guru Nanak Sikh Gurdwara. The murder of Nijjar has been explicitly linked by Canadian Prime Minister Justin Trudeau to the Indian government.

Following Shaheed Nijjar's murder at the hands of gunmen employed by Indian agencies, Gurmeet Singh Toor, a citizen of Canada, said in a statement "I continue to campaign for the Khalistan Referendum and particularly for the September 10, 2023, voting event in Surrey" and that "India wants to kill me."
