The Punjab Anti-Corruption Establishment (ACE) has booked former first lady Bushra Bibi's close aide Farah Khan as well as her mother over charges of illegal allotment of two industrial plots to a company owned by Farah.
According to the police report, an investigation was conducted into the allocation of two industrial plots to M/s AI-Muez Dairy & Foods (Pvt) Limited, which is owned by Farah Khan and her mother Bushra Khan. The two have been booked over these findings.
The allotment took place with the assistance of an official of the former acting chief executive officer (CEO) of the Faisalabad Industrial Estate Development and Management Company (FIEDMC) Rana Muhammad Yousaf. Further illegalities were found, committed by Special Economic Zone (SEZ) committee secretary Maqsood Ahmed and others, who have been arrested.
The police report said that Farah submitted the company's first manual application to the FIEDMC acting CEO on Nov 30, 2020 for allotment of a plot measuring 10.5 acres in M3 Faisalabad Industrial Zone. After the application was acknowledged, the company was asked to provide documents such as the construction schedule, utility services (electricity, gas, etc) and business plan/feasibility.
According to the probe report, the meeting was attended and the minutes were signed by only five members, violating the rules of the SEZ Zone regulations which require at least a 75% mandatory quorum of the SEZ committee before making any decision.
"This means that the meeting should have been attended by at least 6 members in order to make any decision regarding the allotment of plots and admission as Zone Enterprise," the report said.
The plots were allotted on a subsidised government rate of Rs 83 million, but their market value was about Rs 600 million.
