Former DG ISI Lt Gen (retd) Faiz Hameed was the mastermind behind the reference against SC judge Qazi Faez Isa, according to journalist Asad Ali Toor.
Others attendees of the meeting – which was held at the law ministry – included then Attorney General Anwar Mansoor and Farogh Nasim, he added.
In a podcast on Thursday, he said that Faiz was a part of the meeting that decided to bring the reference against the apex court's judge.
He went on to say that the then DG ISI had six other military officials accompanying him to the huddle.
The same group was behind the ruling that Justice Isa would not hear cases against PTI chief Imran Khan or the military, the journalist maintained.
He added that Faiz also met judges. "He made an attempt to meet Justice Isa, too which was not fruitful."

'Faiz took this personally, as well as Justice Isa's 2019 judgment on the Faizabad sit-in," Toor said.
Earlier on Thursday, Imran said the reference against Justice Isa was filed on the orders of an “authority superior” to then DG ISI.
"We were told that law is equal for everyone, so (Justice) Faez Isa will also be held accountable. Later, [I] realised that the purpose [of filing reference] was something else," he added.
The reference was filed in May 2019 by President Arif Alvi on the advice of then premier Khan. It had alleged that the judge didn't disclose three properties – acquired in London during 2011-15 – in his wealth returns.
The reference – which was termed a 'witch-hunt' aimed at 'silencing judges' – was quashed by the apex court.
Commenting on the reference, Prime Minister Shehbaz Sharif had said that it was part of a conspiracy to target the independence of judiciary. He had also accused then premier Khan of targeting the judges.
