In order to prevent the state from falling, the state introduced Civil Services Superior (CSS) on national level and Provincial Management Services (PMS) on provincial level. But there is also Provincial Civil Services (PCS) which is only running in Baluchistan.
PCS is the PMS exam in Balochistan which was also conducted as PCS in other three provinces but the other three provinces got it improvised and updated their system from PCS to PMS. The main reason behind this transformation was “The Syllabus”. Unlike CSS, PCS doesn’t have a defined and proper syllabus which has put many candidates in trouble.
As it is, very few students of Balochistan make it to graduation and according to a research, about 30,000 students graduate in Balochistan every year but 1,500 get full time jobs and those 1,500 secure those jobs after too many failures, dejection and depression. Half of this number try to toil in Balochistan and compete with the incompetent system and half of those students either start other short businesses which is not only a stalemate to bureaucracy but to the running engine of nation.
Due to the fact that, the province has initiated many developmental projects to mitigate this pain, but as luck would have it, things have never been easy for the students of Balochistan. After observing so much corruption at local level, a few students tried to test their luck for competitive exam ,a few only made it through and many had to go through depression .The syllabus and uncertain nature of PCS have always been the major fears of students in Balochistan which has put them on side going for it.
According to the aspirants, PCS comes with an outdated syllabus and a little comparison between syllabus of PMS KPK and PCS Balochistan will make it clear. The syllabus of General Knowledge of PMS KPK includes: Nature of Science, The physical sciences, Biological sciences, Human body along with sub parts.
On the contrary the syllabus of same subject of PCS Balochistan states “This paper is intended to test the candidate’s knowledge of current world affairs and section of broad facts of historical, political, geographical and economics importance. A section will be included to test the candidate’s knowledge and understanding of matters of everyday observation and experience in this scientific aspect”. Besides it, the paper of General Knowledge of PCS has always been uncertain by including foreign words, abbreviations, personalities, terminologies and interestingly a book of general knowledge included more than ten pages of abbreviations, foreign words of different languages and terminologies of all subjects which is not easy for any person to remember them.
Moreover the syllabus of regional language like Balochi states that “This paper is intended to test his candidate’s command of the language concerned” and on the other hand the syllabus of Pashto of KPK includes “essays on personalities, translations, general questions on evolution and criticism of Pustho prose and poetry. Interestingly, every Language has a history and due to the fact that history is vast and wide, no person can be able to crack the whole literature of a language in one month where syllabus of other subjects are also uncertain. Besides these traumas, syllabus of some subjects like English History, Mathematics, Science Subjects state “Standard same as for Degree Examination which is also not a well-defined syllabus”.
On the other hand, besides syllabus, uncertainty of (BPSC) Balochistan Public Service Commission has also created trouble for fresh candidate who already face the detention of outdated syllabus and then they are met with extensions every year. It has almost been the practice that whenever BPSC has announced the date, the announced date has been extended either two or three times. It might be the bravery of passed-out aspirants that in spite of too many hurdles, they manage to pass it along with interview but the announcement of PCS despite the approval of notifying PMS in Balochistan by Jam Kamal government, it is still moving like a pendulum.
Though Jam Kamal approved to notify it, there shouldn’t have been delay of a minute to finalize the approval but BPSC again announced it with the same outdated syllabus and was extended again after the request of majority of candidates who requested Chief Minister Balochistan Qudoos Bizanjo because of flood. It is a food for thought that C.M listened to the demand of those students who requested extension but it has been years after PMS was notified in other provinces and students have been tweeting about it, the issue of notifying PMS in Balochistan has remain unsolved yet.
